U.S. Conference of Mayors:  General International Outreach

The U.S. Conference of Mayors monitors key international issues and trends of importance to U.S. mayors and local government.  The Conference works closely with the U.S. Department of State and the Office of the U.S. Trade Representative, monitors legislative action related to international issues, and interacts with mayoral associations and individual mayors in other nations. 

Conference staff often meet with visiting mayoral delegations from other nations to 1) provide information about U.S. local government, intergovernmental relationships, and urban challenges, and 2) learn more about the role of mayor, local government, and key issues in other countries.   

The Conference also maintains relationships with international bodies, such as the United Nations, and with international networks of mayors, such as Mayors for Peace, led by Hiroshima Mayor Tadatoshi Akiba, and Metropolis, based in Barcelona.

Conference of Mayors’ international efforts span more than four decades of building relationships between U.S. mayors and mayors of other nations, including Argentina, Canada, China, Ecuador, France, Germany, Ghana, Great Britain, Hungary, Ireland, Israel, Italy, Japan, Namibia, Poland, Senegal, Singapore, South Africa, Swaziland, Uganda, and others.

The International Affairs Committee is chaired by The Honorable Meyera E. Oberndorf, Mayor of Virginia Beach.  The committee meets twice each year, during the Conference of Mayors Winter Meeting in January and during the Annual Meeting in June.  It has over 100 mayor members.  Mayor William D. "Bill" Euille of Alexandria, Virginia, is Vice Chair of the committee.

76th Annual Conference of Mayors in Miami, June 20-24, 2008

The International Affairs Committee met in Miami and passed seven resolutions which were subsequently passed by the majority of mayors in the Business Session:
 
These were:   

       Support for the U.S. - Colombia Free Trade Agreement supports the speedy negotiation and passage of the U.S.-Colombia Free Trade Agreement, affirms to the U.S. Congress its strongest endorsement of such an agreement, and calls for copies of the resolution to be provided to the appropriate officials in the Administration and the Congress.

       Support for Continuing International Mayoral Cooperation recognizes and reaffirms the great importance of mayor-to-mayor, city-to-city, and organization-to-organization relationships and commends the energy and vision of all U.S. mayors and those of other countries, who develop and contribute to the strengthening of these international bonds.

       Support for Measures to Address World Food Shortages recognizes the global food emergency faced by the people of this planet and calls upon the U.S. government, governments of other wealthy nations and development agencies to increase financial aid, recognizes that coordinated and collective international action, led by the World Bank and the International Monetary Fund, is imperative to prevent the emergence of a larger crisis, and calls upon the U.S. Congress and the Administration to recognize and respond to this global emergency by restoring its support for a global research network, and by increasing U.S. support for other international food programs that address this crisis

       Support for the Elimination of All Nuclear Weapons by the Year 2020 encourages its members to participate in the delegation and activities being organized by Mayors for Peace at the third NPT Review Conference Preparatory Committee Meeting in New York in May 2009; encourages its members to sign the Cities Appeal being circulated in support of the Hiroshima-Nagasaki Protocol and to encourage other elected officials in their cities to do likewise; recommends that the United States Government urgently consider the Hiroshima-Nagasaki Protocol as a direct means of fulfilling the promise of the NPT by the year 2020, thereby meeting the obligation found by the International Court of Justice in 1996 “to conclude negotiations leading to nuclear disarmament in all its aspects under strict and effective international control”; and agrees that the U.S. Conference of Mayors will take up this matter at the 2009 June Conference of Mayors in Providence, Rhode Island.

       Supporting Legislation Requiring Donations of Surplus Fire Equipment and Material to Volunteer Fire Departments within the United States supports and appreciates the sacrifice and patriotic duty exemplified by our brave men and women in the United States volunteer fire departments; supports legislation that encourages all donations of surplus police and fire equipment and material from local, state and federal government that was purchased or acquired with public funds, including taxes, grants or other public funds be made available for donation by means of a central website to sister city police and volunteer fire departments in the United States prior to being donated internationally, and calls for suitable copies of the resolution to be forwarded to President George W. Bush and all members of Congress.

       The Sixtieth Anniversary of the State of Israel salutes the State of Israel and the Israeli people for 60 years of remarkable achievements, and urges continuation of the peace process until peace, security and prosperity can be realized both within Israel and between Israel and its neighbors.

       Civil and Human Rights for the People of Venezuela in solidarity with the democratic aspirations of the people of Venezuela, unequivocally condemns the restriction of political rights by the administrative actions of a government agency that does not guarantee a process concordant with minimum judicial guarantees established by the Venezuelan Constitution and the international treaties to which it is a signatory, including the American Convention on Human Rights; condemns the deliberate subjugation of the Venezuelan Constitution brought about by the Venezuela government’s disregard and dismissal of separated executive and judicial branches of government in Venezuela; unequivocally condemns the summary and arbitrary disqualification without due juridical process of otherwise eligible candidates for election and reelection for the narrow political ends of the Venezuelan executive branch, and calls for this policy resolution to be presented to the United States House of Representatives’ International Affairs Committee, the United States Senate’ Foreign Relations Committee, the United States Department of State and that representations be made to the official representatives of the Government of Venezuela in the United States.
