(11/18/97) Release Of 34-City Survey On Impact Of Welfare Reform
Press Conference with Philadelphia Mayor Edward Rendell
A survey on the impact that welfare reform is having on cities, key services and individuals will be released Friday, November 21, 10:00 a.m., at The U.S. Conference of Mayors offices. The 34-city survey, to be released by Philadelphia Mayor Edward Rendell, Chair of the Conference's Task Force on Welfare to Work, focuses on:
o Jobs and Transportation -- Officials in cities report on availability of low-skill jobs to meet welfare law's work participation requirement, rate their ability to create community service jobs, assess availability of transportation to jobs for welfare and food stamp recipients, and report on other indicators.
o Child Care -- Officials assess adequacy of state reimbursement of costs for center-based and home-based care, displacement of non-subsidized children from care.
o Legal Immigrants -- Survey cities which track immigrant status of persons seeking emergency services report on increases in their demand for food assistance and shelter, the waiting period for naturalization, and related indicators.
o City Implementation -- Cities report on increases in overall demand for emergency food and shelter, plans for new initiatives to provide emergency services, reassessment of their funding for various assistance programs as a result of welfare reform.
o State Welfare Reform Process -- Officials rate their interaction with state agencies and with state legislatures during planning for welfare reform implementation.
For the survey report, most cities provided examples of what they consider to be exemplary programs which address job-related problems and/or child care needs. Where available, individual city data on survey indicators is included in the report.
Survey cities are: Abilene, Alexandria, Baltimore, Boston, Charleston, Charlotte, Chicago, Denver, Detroit, East Orange, Fort Wayne, Gary, Kansas City (MO), Knoxville, Laredo, Little Rock, Los Angeles, Louisville, Nashville, New Orleans, Norfolk, North Little Rock, Philadelphia, Phoenix, Portland, Rockford, Salt Lake City, San Antonio, San Francisco, Santa Monica, Seattle, St. Louis, St. Paul, and Virginia Beach.
