2008 ADOPTED RESOLUTIONS

A RESOLUTION SUPPORTING LEGISLATION ENCOURAGING DONATIONS OF SURPLUS POLICE AND FIRE EQUIPMENT AND MATERIAL FIRST BE OFFERED TO POLICE AND VOLUNTEER FIRE DEPARTMENTS WITHIN THE UNITED STATES

WHEREAS, approximately 80 percent of fire departments in the United States are volunteer; and

WHEREAS, surplus equipment and material have been donated by municipal and other police and fire departments to police and fire departments in foreign countries without being offered to sister city fire departments in the United States; and

WHEREAS, the expenses of volunteer fire departments in the United States could be lessened by almost half by such donations; and

WHEREAS, the donation of equipment and material that is paid by the taxpayers in the United Sates should first be offered or made available to sister city police and voluntary fire departments in the United States before being donated internationally; and

WHEREAS, the City of Hallandale Beach has committed to creating a dedicated web site, with the help of sister cities and stakeholders, which would provide a central site for all local, state and federal police and fire departments or agencies topmost a listing of surplus equipment and materials available for donation in order to give volunteer fire departments in this country an opportunity to accept that donation prior to that equipment and materials being donated internationally, and encourages other communities around the country to do the same;and

WHEREAS, The United State Conference of Mayors encourages all local and state governments and the federal government to join in this effort,

NOW, THEREFORE, BE IT RESOLVED, that The U.S. Conference of Mayors supports and appreciates the sacrifice and patriotic duty exemplified by our brave men and women in the United States volunteer fire departments; and

BE IT FURTHER RESOLVED, that The U.S. Conference of Mayors supports legislation that encourages all donations of surplus police and fire equipment and material from local, state and federal government that was purchased or acquired with public funds, including taxes, grants or other public funds be made available for donation by means of a central web site to sister city police and volunteer fire departments in the United States prior to being donated internationally; and

BE IT FURTHER RESOLVED, that suitable copies of the resolution be forwarded to President George W. Bush and all members of Congress.
