77th Annual Meeting


WHEREAS, the National Community Development Association (NCDA) is a national non-profit organization representing local governments in the area of community development, economic development, and affordable housing; and

WHEREAS, NCDA was created in 1974 and grew out of the Model Cities Directors Association (created in 1968); and

WHEREAS, since 1974, NCDA has been at the forefront in securing effective and responsive housing and community development programs for local governments; and

WHEREAS, NCDA has been a direct partner with the U.S. Conference of Mayors for over 40 years; and

WHEREAS, NCDA supports the guiding principle of local control and local flexibility in administering federal programs; and

WHEREAS, NCDA is committed to the goal of assisting local governments achieve high quality, locally responsive programs for making communities better places in which to live, particularly for low- and moderate-income people;

WHEREAS, NCDA is nationally recognized as the premier training association for community development professionals on the Community Development Block Grant (CDBG) program; and

WHEREAS, NCDA has been instrumental in developing national policy and securing increased funding for CDBG, the HOME Investment Partnerships (HOME) Program, HUD's homeless assistance programs, and HUD's economic development programs and strongly supports the Mayors' efforts to double funding for CDBG to $8 billion;

NOW, THEREFORE, BE IT RESOLVED, that the U.S. Conference of Mayors recognizes NCDA's outstanding service to local governments; and

BE IT FURTHER RESOLVED, that the U.S. Conference of Mayors strongly supports its partnership with NCDA and urges Mayors to have their community development departments become actively involved with NCDA through membership and through participation in NCDA conferences and training.
