A RESOLUTION TO ENCOURAGE PRESIDENT BARACK OBAMA AND THE CONGRESS TO REINSITITUTE AND MAKE PERMANENT A BAN ON THE SALE OF ASSAULT WEAPONS

WHEREAS, cities across the United States are experiencing increased loss of life when police officers and other citizens are gunned down by civilians with handguns and assault weapons; and

WHEREAS, assault weapons pose a danger not only to members of police forces but to the larger communities that are affected by gun violence and victimized by the deadly consequences that stem from the possession and usage of these particularly dangerous firearms, and

WHEREAS, the Violent Crime Control and Law Enforcement Act of 1994, a federal law of the United States that included Title XI, Subtitle A, Federal Assault Weapons Ban, was signed into law by President Bill Clinton on September 13, 1994; and

WHEREAS, the federal assault weapons ban expired in 2004 under the Bush Administration; and

WHEREAS, although some states, including the State of California currently ban assault weapons, the illegal transport of these weapons from states and foreign countries continues to be a serious threat to public safety for all United States residents, and

WHEREAS, President Barack Obama plans to seek reinstatement of the assault weapons ban in order to stem the violence in our nation's cities and to cut down on the flow of weapons going across the border into Mexico; and

WHEREAS, assault weapons and semiautomatic rifles included in the ban refer to firearms having features that appear useful in military and criminal applications but unnecessary in shooting sports or self-defense that have been developed from fully-automatic firearms into semi-automatic civilian-legal versions,

NOW, THEREFORE, BE IT RESOLVED that The U.S. Conference of Mayors encourages President Barack Obama and the United States Congress to reinstitute and make permanent a ban on the sale of assault weapons.
