Resolution #56: Permanently Extending and Expanding Federal Brownfields Tax Incentives urges Congress to extend or make permanent the Brownfields Tax Incentive, to enact the proposed Brownfields Tax Credit Program, and generally expand the tax incentives for brownfields sites to accelerate their cleanup and redevelopment.
Resolution #57: Preventing and Controlling Aquatic Invasive Species urges Congress to enact the National Aquatic Invasive Species Act of 2005 to help prevent the introduction and spread of aquatic invasive species in the nation's waters and for Congress to provide maximum funding for existing aquatic invasive species control and prevention.
Resolution #58: Resolution To Support Adoption of Alternative Project Delivery Methods for Development of Water and Wastewater Infrastructure by Local Governments recommends that local governments consider the use of alternative project and service delivery methods for development of water and wastewater infrastructure and encourages state legislatures to support legislation that would remove barriers and facilitate the use of such alternative methods.
Resolution #51: Endorsing the U. S. Mayors Climate Protection Agreement urges mayors from around the nation to join the U. S. Mayors Climate Protection Agreement and encourages the federal government to assist local governments in sharing best practices with respect to local climate protection programs.
Resolution #54: Comprehensive Solid Waste Disposal Management supports federal legislation that promotes source reduction, recycling, and development of waste'to-energy and landfill gas recovery and that provides production and investment credits for local entities and production tax credits for all forms of waste'to-energy technology and landfill gas recovery projects; and urges the U. S. Department of Energy to reestablish a Solid Waste Program that supports existing operating waste'to-energy and landfill gas recovery facilities, promotes the development of such facilities, and researches new methods for generation of energy from waste.
Resolution #59: Supporting the Legal Rights of America's Cities Review and Approve Solid Waste Management Facilities Within Their Jurisdiction urges Congress to enact legislation that fully restores state and local control of rail based solid waste facilities.
