Resolution #84: Maintaining Local Authority and Resources for the Workforce Investment System calls for Congress to maintain the current governance structure during the reauthorization of the Workforce Investment Act (WIA). This would ensure a strong, locally-based, business-led workforce system, the appointment of local boards by local elected officials, protect designation of high-performing areas and maintain current funding levels.
Resolution # 85: Investing in America’s Youth calls for Congress to maintain a separate WIA youth formula program during reauthorization of WIA of not less than $1 billion, provide flexibility for a wide range of programs including summer jobs for in- and out-of-school youth including 14 and 15 year olds, and to make a major new investment in our nation’s youth of at least $1 billion over current funding.
Resolution # 48: Investment in Human Capital Development urges Congress to make a major investment in education and workforce skills training by restoring funding to education and workforce programs at FY 2002 levels.
Resolution #86: Maintain Function-Based Accounting in the Workforce Investment Act (WIA) and WIA Reauthorization calls on Congress and the Administration to retain the current “function-based” definition of administrative costs in WIA.
Resolution # 87: Federal Minimum Hourly Wage Rate Adjustment calls on Congress to increase the federal minimum hourly wage rate to encourage significantly greater labor force participation, spur automation and better enable minimum wage job holders to support themselves and their families.
Resolution # 45: Building a Framework for 21st Century Skills supports and encourages the development and implementation of comprehensive standards and skills required for 21st century jobs through establishing new policies, practices and programs in cities to better prepare students and enhance their opportunities.
Resolution #88: Increase Funding for YouthBuild calls on Congress to increase the level of annual funding for YouthBuild to at least $140 million.
