Second Stimulus Package Delayed Until September

On Tuesday, July 22, the Senate Appropriations Committee canceled plans to consider a second stimulus package. Despite previous discussion of quick movement on a second stimulus, it now appears that negotiations will be moved until after the summer recess. Appropriations Chairman Robert Byrd (WV) said he canceled consideration of the stimulus package because of the Senate's busy schedule.

Despite announcement of the delay, House and Senate Democratic leaders met Tuesday night and confirmed their commitment to drafting a stimulus bill. The proposal is expected to include funding for infrastructure, heating assistance for low-income households and proposals to stimulate the Gulf Coast economy, with some suggestions of funding for transportation infrastructure and housing, but Democratic leaders on the panel have not provided any details of the legislation.

Going to Work with a Criminal Record

Going to Work with a Criminal Record report is based on lessons from the Fathers at Work initiative, a three-year, six site demonstration funded by the Charles Stewart Mott Foundation to help young, noncustodial fathers achieve increased employment and earnings, involvement in their children’s lives, and more consistent financial support of their children. While only two of the sites exclusively targeted formerly incarcerated people for their programs, a full three quarters of the young fathers across all the sites reported that they had criminal record. As detailed in a forthcoming publications, P/PV’s evaluation of Fathers at Work found highly promising outcomes related to employment, earnings and payment of child support.
