Please register to attend the 20th Annual Congressional Forum of The U.S. Conference of Mayors Workforce Development Council (WDC) on Tuesday, September 23, 2007 from 9:00 a.m. – 5:00 p.m. at the St. Gregory Hotel & Suites, 2033 M Street, NW in Washington, DC 20036. We will be holding a portion of the Forum with members of Congress and Congressional Staff.

Prior to the Congressional Forum, the WDC Board meeting, as well as a peer-to-peer best practices exchange on a variety of topics, will be held on Monday, September 22 from 9:00 a.m. – 4:00 p.m.

Displaced-Worker Aid is Proposed: CEO Group Backs $22 Billion Package, Funded by Taxes

The attached Wall Street Journal article, dated July 30, 2008, outlines a policy paper commissioned by the chief executives of the nation’s largest financial-services companies proposing $22 billion in funding to expand programs to assist workers displaced by international trade. The $22 billion price tag would be funded through tax increases, and dwarfs the approximately $1 billion currently spent annually on trade adjustment assistance programs.

By Grant D. Aldonas, Robert Z. Lawrence and Mathew J. Slaughter

A white paper that proposes policy recommendations in the following areas: 1) providing wage-loss insurance, 2) health insurance benefits for workers in transition, 3) greater access to savings for workers in transition, 4) life-long learning, and 5) funding the Adjustment Assistance Program. Its goal is to expand labor-market supports for American workers by $22 billion per year.
